Congress Hall where the House of Representatives and the Senate met from 1790 to 1800 when the seat of government was moved to Washington D.C.  George Washington and John Adams took their oaths of office in this room.  I didn't take any pictures of the outside, but this building is just to the left of Independence Hall in the photographs to the far right.
